Dear Commissioners,

Pursuant to Connecticut General Statutes § 1-206(a), I hereby appeal a constructive denial of my Freedom of Information request dated November 1, 2025 to the following public agencies:

  • Office of the Secretary of the State of Connecticut
  • Connecticut State Archives
  • Connecticut State Library

My request sought access to executive, council, archival, and financial records from 1813–1814 relating to legislative transcription activities and the Titles of Nobility Amendment.

Grounds for Appeal

Under § 1-206(a):

“Any denial of the right to inspect or copy records… shall be made… in writing, within four business days… Failure to comply with a request… within the applicable number of business days shall be deemed to be a denial.

As of the close of business on November 7, 2025—the fourth business day after submission on the 3rd—none of the above-named agencies acknowledged receipt of or responded to my request.
No notice of extension, fee estimate, or exemption claim has been issued.

Because the request does not involve personnel, medical, or similar files under § 1-214(b)–(c), the four-day rule applies.
Accordingly, the agencies’ non-response constitutes a denial by operation of law.

Relief Requested

I respectfully ask the Commission to:

  1. Docket this matter as a formal appeal under Conn. Gen. Stat. § 1-206(a);
  2. Direct the above agencies to provide acknowledgment and production of all responsive records; and
  3. Award such other relief as the Commission deems proper to ensure compliance with the Freedom of Information Act.
